Fraser joined the Kingston Police Service as Deputy Chief on October 4, 2021. He was appointed Acting Chief on January 1, 2023, and became Chief of Police in January 2024. During his leadership of Kingston Police, he focused on fiscal sustainability, community partnerships, public safety initiatives, and collaborative policing strategies. Among his notable achievements were the implementation of a Police Liaison Team to improve community engagement, the strengthening of partnerships with municipal and community organizations, and the expansion of joint operations targeting organized crime and fraud.
Throughout his career, Fraser received several honours recognizing his service and leadership, including the Police Exemplary Service Medal, the Colin T. Millar Award for community involvement, the Chief Edward F. Moore Award for Integrity, Ethics and Professionalism in Law Enforcement, the King Charles III Coronation Medal and he was inducted as a Member of the Order of Merit in Policing. Fraser was also awarded the Paul Harris Fellow award by the Rotary club for continued involvement in the community.
Scott holds certificates from Sir Sandford Fleming College, Dalhousie University, and the University of Virginia, Fraser is recognized for his commitment to professional development ethical leadership, and community-oriented policing. He is also a graduate of the FBI National Academy session 226 and former President of the New York/Eastern Canada Chapter. On December 31, 2025, he concluded a 34-year career dedicated to public service and the advancement of policing in Ontario and across Canada.
Scott has been married to Katie Fraser since 1997 and has two children, Karling is a Detective with the Smiths Falls Police and Zach is a member of the Ottawa Police.
