Dr. Ervin Staub

Psychology Professor

Dr. Ervin Staub is Professor of Psychology Emeritus at the University of Massachusetts, Amherst, and Founding Director of its Ph.D. concentration in the Psychology of Peace and Violence. He is the former President of the Society for the Study of Peace, Conflict and Violence (APA Division 48) and of the International Society for Political Psychology.

Born in Hungary, as a young child he lived through Nazism, and then communism. He escaped from Hungary at age 18 after the Hungarian Revolution of 1956 was defeated, lived in Vienna for two years, and then came to the U.S. He finished his undergraduate education at the University of Minnesota and received a Ph.D. at Stanford. He has taught at Harvard, Stanford, the University of Hawaii, and the London School of Economic and Political Science.


Declan Sullivan

M.P.A.

Declan Sullivan, M.P.A., came to the world of active bystandership through his experience as a Senior Program Associate at Georgetown University’s Center for Innovations in Community Safety. In 2021, Declan served as part of the leadership team for Project ABLE (Active Bystandership for Law Enforcement). Declan supervised all ABLE training operations, oversaw the agency application process, and led ABLE’s statewide initiatives in Washington, Colorado, and Utah.

During his time at ABLE, Declan was critical in allowing the expansion of the program to hundreds of police departments all over the United States and Canada. Thanks largely to Declan’s efficient and inspiring leadership, ABLE’s list of agencies grew from a small number of agencies to more than 300 police departments in three short years. In its early years, ABLE was understaffed, requiring Declan to play multiple positions at the same time. He brought outstanding administrative skills, deep respect for law enforcement, and empathy for police officers and the communities they serve and protect.


Martin F. Horn

Criminal Justice Expert

For more than 5 decades, Martin has served in a variety of important criminal justice leadership roles. He began his career as a NY State Parole Officer in 1969. He later served as Executive Director and CEO for the NY State Division of Parole and Superintendent of Hudson Correctional Facility.

Mr. Horn served as a member of Governor Tom Ridge’s Senior Staff as Secretary of Administration for the State of Pennsylvania. He also chaired the state’s Tobacco Settlement Investment Board, the Pennsylvania Employees’ Benefit Trust Fund, and the JNET Council (Justice Network).

From 1995 until 2000, Martin Horn was Pennsylvania’s Secretary of Corrections. During his tenure, staff and inmate safety and health care improved, suicides were reduced, three long-standing consent decrees were dissolved, and classification and information systems were modernized. He created an innovative addiction treatment program, improvements to the provision of mental health services, and innovative release programs for inmates with mental illness.


Monte Chambers

Public Safety Professional

Monte Chambers is a seasoned public safety professional and communications strategist with over 16 years of experience across law enforcement, emergency medical services, and government operations. A graduate of Lindenwood University with a background in communications, Monte has served in multiple capacities for the City of St. Louis, including Director of Communications for the Department of Public Safety and Executive Assistant to the Director. Throughout his career, he has led numerous high-stakes communication efforts during natural disasters, officer-involved shootings, and citywide emergencies, crafting effective messaging that fosters transparency, builds public trust, and aligns with leadership priorities. As the founder of Monumental Access LLC, Monte leverages this expertise to train leaders in crisis communication, public speaking, and message clarity.


James C. Boomhower

Critical Care Transport Specialist-Paramedic

James C. Boomhower, LMHC-A, MS, FP-C, C-NPT, CCISM is a Critical Care Transport Specialist-Paramedic and the Peer Support Director at Boston MedFlight, where he leads multidisciplinary initiatives supporting provider wellness, psychological safety, and the delivery of high-acuity critical care. A veteran paramedic, crisis worker, and mental health professional, he brings more than twenty years of experience across emergency medicine, air medical transport, and clinical behavioral health.

Mr. Boomhower is the founder of Stay Fit 4 Duty, a national platform dedicated to mental health, resilience, and peer support education for first responders and healthcare professionals. He is also an Instructor with the International Critical Incident Stress Foundation, providing training in crisis intervention and organizational wellness to agencies across the United States. In addition to his clinical and educational work, he has authored chapters on mental health, resilience, and provider wellness in several industry-standard textbooks within the flight and critical care transport profession.

A widely sought-after national speaker, Mr. Boomhower integrates his dual perspectives from the field and the therapy room to advance evidence-informed, culturally competent mental health practices throughout the public safety and critical care transport communities.


Paul D. Watkins III

Verona Police Department Captain

Paul D. Watkins III is a Captain with the Verona Police Department in norther New Jersey and has been in law enforcement since 2003. Paul has been a supervisor since 2011 and he spent his first eighteen years of his career in patrol, to which he is most proud, as he feels this is where you have the most contact with the public and can best serve the community.

Paul earned his BA degree in Criminal Justice from Caldwell University (Caldwell, NJ) and completed a MS degree in Criminal Justice Leadership at Northeastern University (Boston, MA). Paul is a Certified Public Manager (CPM), conferred through Rutgers University and has graduated from the New Jersey State Association of Chiefs of Police (NJSACOP) Command & Leadership Academy (formerly known as the West Point Command School), as well as the FBI Supervisory Leadership Institute, Command Leadership Institute, and Executive Command Institute, to complete the FBI LEEDA Trilogy. Paul is an Accredited Command Executive (ACE), certified through the New Jersey Association of Chiefs of Police (NJSACOP).
